XP Home SP1 & does not install explorer. Why?

I have purchased Full Version 2002 XP Home SP1 at BestBuy
(CD Set X08-88567). I have downloaded the floopy boot
install disk
(http://www.microsoft.com/downloads/details.aspx?

719F45C382A4) so that I could set up a clean copy. I go
through the installation wihtout any issues but once Xp
starts up for the first time there is no Emplorer and I
can not even run Help & Support becuase XP tells me that
there is a missing EXE file.
I then went to the web and downloaded Explorer 6.0 SP1
(http://www.microsoft.com/windows/ie/downloads/critical/ie
6sp1/default.asp) but after it is completed and I restart
XP home still nothing happen. I have no explorer.
I have tried for many days all sorts of combination and
found that ONLY if I re-install the XP on top of the
first one I can get explorer but then again I end up with
two XP home installation on my hard disk.
How can I install explorer and why with a full version I
can not have it and also have Help & Support?
I had also my IT Manager do this just to be sure I did
not know what I was doing (I have expert level skills in
Windows) but him too could not get it to work.
Can someone please tell me who to fix this?

tou have confused me.Windows explorer and Internet explorer
are two completely different things.If you have purchased a
full legal version of XP Home SP1 then why are you using
those start up floppies?
If your CD is okay and bootable ,enter the BIOS and change
the 1st boot preference to CD-ROM save the settings you
have changed and exit.
Now you insert the XP CD and go for a clean installation
with NTFS format.Just follow the on screen
instructions.During the process the dual option will be
deleted too.
I hope it will solve the problem.
