XP Home Security Permissions

I copied files to the D drive, CD-RW. I had to reformat the system but now I cannot retrieve my files from the CD. Says I need reset security permission. I find help in Setting Permissions but I can't find a security tab. Need Very Basic instructions on how to set these permissions. Thanks

Security tabs can only be accessed in XP Home by going into safe mode.

.....by default, yes - but you can get third party tools from the interweb
which will enable the security tab in 'normal' mode in XP Home.
