XP Home Recovery prompts for admin password

A neighbor is running XP home, and it continually reboots when starting--gets
as far as the Windows XP Home splash, then starts all over again.

I've tried to run Recovery using the XP Home CD, but when I select the R,
I'm prompted for an admin password--and the user insists that there are no
passwords on the system!

I'd like to use recovery instead of the vendor's restore CD, and not wipe
out all the users files--is there a workaround the password (which doesn't
exist!) issue?

I'm sorry--I should have stated the obvious!

Yes, tried leaving the password blank, tried guessing passwords--the system
allows three attempts, then kicks you out.

User says she never uses password, ever, and hasn't seen system was purchased.

I read in a different forum that Microsoft knew of this circumstance (in
some instances) and there was a workaround, but the post didn't say where,
other than the MSKB--and I was unable to find anything there.
