xp home & pro

i have 2 computers, 1 with xp pro, the newest one with xp
home, can i install xp pro on the newest computer over xp
home, without any problems?

No.

If you wish to upgrade your other PC from Home to Pro you must buy another
copy of Windows XP Professional, unless you are going to remove Professional
from the old machine and BOTH machines are not running OEM editions (since
these cannot be moved from the machine that they are originally installed
on).

No - it would be a violation of the EULA. One licence per system, just as it
has been since Windows 3.1.

Assuming it's not an OEM licence (which is forever married to the system it
came with) you must remove it from system one before you can install it on
system two.

If you do not wish to do so, then you need to purchase an additional
licence.
