XP Home : Locked out of System areas

I am currently able to run Windows XP, however, I am not
able to access User Account Information and some system
tools like Performance and Maintenance. When I click on
the Start button, I am not able to use the short cuts
listed. HELP!!!!!!!!!

I have installed the XP SP1 and the Office XP SP3,
thinking these would help. But I am still in the dark
here.

When I click on the Icons on my desktop, the hourglass is
quick with no results. The only ICON that does work is my
AOL9.0 ICON.
When I installed the SP1, my IE icon disappeared.

ALL OF THIS IS FRUSTRATING!!!!!!!!! HELP!

As for your invalid shortcuts, this is usually a problem of permissions
on the shortcut. If you moved or pasted the shortcut into your Start
Menu or the All Users profile, it may have retained its permissions.
Check the shortcut permissions and change them to inherit from the
parent and the shortcuts should begin working again.
