XP home locked out due to WPA

I recently purchased a refurbed dell. when you turned it on it said windows
activation required, you have so many days...blah blah blah. when you click
to activate it said windows is already activated. then it would go on and
start up with no problem. Time has now expired, and I get windows must be
activated before logging on. click yes and I get the same message windows is
already activated. after exiting the pop up, nothing happens. The pretty
hillside is displayed and thats it. No icons or taskbar, nothing. I have
tried many different suggestions in safe mode but with no change. I have no
cd to reinstall, but I believe this to be a legit version as the coa is same
as info on comp. I would like to try and fix this myself without more
shipping expense (the refurber is qualilty ebayer and has already told me to
return it if I cant fix.) Please help me. Thank You.
 
Is there some method to restore the computer to factory condition? This
could be a set of CD/DVDs or a hidden partition accessed by pressing a key
on startup. If you don't have a CD or a factory restore method then you
don't have a legitimate license for XP and will have to purchase one.

Instead of selecting the online activation method, select the telephone
method. Sometimes the online method seems buggy. Explain your situation
to the telephone representative, and they'll help you out.
 
how can i find the phone number? it is never displayed. thanks for any help
you can give me
