COMPAQ failure

My son has a COMPAQ Presario running XP Home Edition. This
machine/software featured a facility to create re-install CDs
for the XP HOME EDITION. As with so much of COMPAQs stuff
the program fails and will not complete. The Craete
program is a one time only deal so now he has no re-install
capability. Can/will Microsoft provide a set of disks to
make this happen... free??? fee ???? The machine is only
a few months old.
