I have XP Home Edition and have lost my original media. Can I reload with the XP Home Edition Upgrade?

You must use the original Windows XP and Product Key.

Or providing you own a Microsoft Windows 98/ME CD, you can use the
upgrade version of Windows XP Home Edition but you must use the Product
Key that came with it. This assumes Windows XP Home Edition Upgrade
is not being used on a different computer.

Short answer - nope. You have no rights to the licence anymore - it won't
install without authentication. No qualifying product, no licence. Simple,
really.
