XP Home edition crash

XP Home edition crashed, am unable to access operating
system at all. It will not let me get past safe mode
option screen. If you go into safe mode nothing happens,
if you try to log in normally nothing happens, if you try
to try last good configuration nothing happens, if you
try to go into safe mode for dos prompt nothing happens.
I cannot even fdisk or reformat the hard drive to load
the o/s again. It is completly locked up. I am at my
whits end, please help.

Try a Repair Installation:

All Windows Updates and Service Pack will need to be reinstalled.

The same thing happened to me yesterday after upgrading.
My machine is locked in a boot loop. It gets to a point
of playing the welcome music then reboots. I can not get
out of thhis loop.
