XP HE - Build in Administrator - Set password

The very first time I started up my new computer I set up two accounts, One Administrator the other Restricted User. I put a password on both accounts. I've heard about a build in Administrator account. Is this account still there? If it is how do I get to it and set a password? How do I sign on as Administrator, it doesn't show on my welcome screen or under user accounts in Control Panel

To get the built in Administrator account in Home Edition you must start in
Safemode. You can set up any accounts with administrator privileges.
