XP has IP but NO Internet

We have a 2000 network that seems to have problems with
windows xp. When I connect an xp machine it dynamically
pulls an IP address. I set Internet Explorer to use one of
our proxy servers, but for some reason IE can never find
any proxy server, let alone the one I hard code in. The
Internet Connection Firewall is not enabled on any XP
machine.

All I need is for the machine to pull the IP address and
hit the internet through our proxy server.

May be name resolution. Try putting in the IP address of the proxy server.
 
Provided the Proxy servers IP address doesn't change - would be a good idea
to be a permanent IP address. Also check that your local DNS server is
working. All computers should resolve the IP address from the command line
command of PING space then the computer name.
 
also what ip do you pull? just because you get an address does not mean its a routable ip,
try unchecking the proxy, and leave the auto detect chckd
