XP Freezes!!!!!!!!!!!

I have 2 user profiles on my XP machine. One is myself
(Administrator) and my sister (Restricted user). When we
browse the internet and try to scroll down pages it
freezes and we need to reboot. This happens more often
on her profile but happens on mine as well. I sent an
error report to microsoft and received a reply stating
this issue could be associated with a video card device
driver. I have updated my driver and my profile seems to
be better but hers still freezes alot. What could be the
problem here.

Also the PC doesn't boot up straight away because it
doesn't detect an operating system. I don't even hear a
POST beep. I need to reboot at least 5 times before it
detects my Operating system. Please help.

If it were just the video issue, I would suggest you uninstall all drivers for the video card and let XP reboot to the generic video driver that comes in XP. If this works and the boot issue disappears, update to the latest release of Directx and then update the video card driver. Delete all cached internet files.
It would appear that maybe the driver did not install properly. However, you stated that the freeze occurs in IE, you didn't say in games, etc. Then you threw in the boot up issue. The booting issue is more telling. If the above does not work, I would suggest you use the XP cd that came with your machine to either R repair, or completely reinstall XP after telling install to format the drive. Be sure to save the updated driver for your video card. Always be sure that you are using the latest version of Directx as recommended by the video card manufacturer.
