XP first wouldn't restart, now it's hanging up on startup.

A few sessions ago I found that I couldn't "restart" XP; it just shut down
the machine after I clicked on shutdown>restart. I hadn't used the restart
before. Had to restart it cold each time.. Then tonight when I tried to
start up cold it locked up at the "starting Windows xp" introduction screen.
This occurred on a new computer which has been running with no problems to
date. I'm sending this from my old dependable Win98 antique.

Would anyone have any idea of what the problem might be, and how I could fix
it?

Fixed that one with GoBack.

New problem:

I haven't been able to "restart" my computer since I installed XP in my new
machine. When I click on Turn Off..., and then Restart, the computer just
shuts down cold rather than restart. I have to hit the main power switch to
boot
it.

Is there something not set right?
