XP Embedded Evaluation - Installation Error

I installed the downloadable XP Embedded evaluation, but when I made it to "Step 4: Set up the component database" it told me that "This installation package could not be opened. Verify that the package exists and that you can access it, or contact the application vendor to verify that this is a valid Windows Installer package."

If I skip that step, I can't open any of the tools because they connect to the database.

The download listing included:
disk1.cab
disk2.cab
tools.cab
msde.cab
{022716D8-biglongGUID1}.cab
{347677C8-biglongGUID2}.cab
{484C9d34-biglongGUID3}.cab

disk2.cab was listed at 52.4MB in the download utility, but downloaded as a 41,720KB file. It says "Done" in the report, but only has 77% listed. It appears to pass CheckSum and expand properly, but gives a "SetupIterateCabinet()" error (Access is denied), followed later by "SetupIterateCabinet() Error" with "The Data is invalid" as a message.

It would certainly appear that one or more cabs were corrupted in your
download. Have you tried downloading them again?
