XP Desktop Background only showing at top of screen until Refresh

I have a client, who, 90% of their machines, when the user logs in,
the background image only displays at the top of the screen.

if you refresh, it comes back OK. i've googled my heart out and cannot
find anyone with an answer for this.

any ideas?

Are these machines using the most recent video drivers? Are they trying to
display a resolution or refresh rate that they "don't like"?
