XP connection slower than Win 98

I recently bought a new computer with WinXP. I use Juno 5.0 for my internet
connection.

On my Win XP machine, internet connection tops out at 34kps.
On my old Win 98SE machine, internet connection will hit 46kps

56K US Robotics V90 Data/Fax Modem
[Maximum Port Speed is set to 115200]

Is this a Windows issue or a Juno issue?

If Windows, what else can I do?

I ran the Hardware Update Wizard and it said: " The wizard could not find a
better match for your hardware than the software you currently have
installed."

Download latest driver from the modem manufacturers web
site
