I have an application that searches for windows2000 sp3 or
later at the begining of its installation. I want to run
this on windows xp (sp1). I use the compatibility wizard
to run the setup.exe file in windows 2000 mode. This
fails. Can I tell the compatibility wizard to run this
file as Windows 2000 sp3 ???
Any help would be greatly appreciated.

What happens if you just try and install the application regularly? (Of
course, not telling us the name of the app just cut out the possibility
that anyone else who may have used it could give you a quick answer.)
After all, WinXP is the "or later" part of the requirement. If
installing it normally under XP doesn't work, then you need to contact
the app's creators and talk to their tech support.
