XP cant shutdown and automatic turns on

When i try to shutdown my computer it closes all my
programs but stays on my desktop and then i have to turn
off manually, when i finally get my comp to turn off,
about 20mins later it automatically turns on, is there
any way i can fix this problem? its drivin me crazy...
