XP cannot install anything

Hi
I cannot seem to install anything on windows xp.
(Not true, Norton tells me that updates are installed ok,
but I dont know whether to believe or not)
If I install a program that uses instll sheild it just
sits at 0% and I eventually have to cancel or ctrl-alt-
del.
Windows update will not install updates.
I tryed several system restores which all failed.
I re-installed xp pro which took about 40 mins and still
cannot install anything else.
There are no error messages, I just seem to
wait...wait...wait
For example, I am waiting for a windows install now and
the screen is just sitting there saying "Initializing
installation..."
Any help much appreciated

Dont know why, but when I unplug my router the installs
work???? so untill I get a more perminent solution this is
what Ill do
