XP Big problems w/no help from ISP, etc.

Being between a Newbie and dangerous, Ijust got an e-
machine with WIN-XP. Already tried my ISP [Earthlink],
MSN, Microsoft and the local college tech guy.
I keep getting; 1] errors when surfing; 2] non-connect
with earthlink Total mail service; 3] my entire internet
settings/options get either/both cleared or changed to
other functions. This makes both my computer and I run
slow. HELP.
There are other issues, but this is enough to see if
anyone knows and can help with these problems.

Did both virus and spyware scan...nothing at both...
