Is it possible to set up two XP Pro computers with one
acting as a dedicated server and the other as a
workstation and let about 20 users save their own
document on the "server" hidden from other users?

You could do it, but only ten of those 20 users will be able to access/log
into the "server" at the same time.

I think it's 10 concurrent users. Most likely there can be for example
different 1000 users, but only 10 of them can access that server at same
time.

Unfortunately, no:

"You may permit a maximum of ten (10) computers or other electronic
devices (each a "Device") to connect to the Workstation Computer to
utilize the services of the Product solely for File and Print services,
Internet Information Services, and remote access (including connection
sharing and telephony services). The ten connection maximum includes
any indirect connections made through "multiplexing" or other software
or hardware which pools or aggregates connections."

It simply says "a maximum of ten", and says nothing of concurrency.

It doesn't say concurrent connections, but it is concurrent connections. You
could have an xp computer working as a server and have 100 users on the
network, but only 10 at a time can login or access the server. It is fine to
give all 100 users the ability to connect to the xp pro station being used
as a server, but only 10 at a time.

You can use Pro as a server - but only up to 10 connections at a time,
using the Internet Information server, installed as one of the Windows
Components in Add/Remove Programs. But for more than that you would
need a proper server system, either Win2000 server or the smallest of
the Win2003 systems
