XP and SFC

Here's a weird one, don't know if this is where this goes, but I hope someone
can give me an answer.

XP Home is acting funny. So I ran sfc /scannow to try and fix it.

It asks for my XP Starter CD.

I've tried
XP Home OEM Disk
XP Home Upgrade Disk
XP Home Retail Disk
Dell Restore CD

This is an OEM install of an OEM software. Dell, sticker on the side.

Anyone have a clue what a "Starter" disk is and why this Dell would ask for
it?
