XP and Norton AV

I have just upgraded from 93SE to XP. No where in the documentation did it say that I should uninstall NAV2003, I would think that it would have been caught by the upgrade adviser. Anyways, now I need to uninstall NAV2003, but when I try to uninstall I get the following message

Error 1666 could not access network location c:\\documents and setting\all user
I am logged on as administrator. If the file that it is looking for is gone will I get this error and if so how do I get rid of NAV to do a re-install
