wrong number, no currency format

each time i enter a number in a worksheet such as 5, it shows up as .05.
also, i cannot get my worksheet to format the cells in currency without
pressing the $ icon. thank you.
 
Tools > Options > Edit tab

Uncheck the Fixed Decimal Places checkbox.
