write permission

When I try to open iTunes, this message comes up:
"The iTunes 4 Music Library.itl file is locked, on a locked disk, or you do
not have write permission for this file."
What is 'write permission' and how can I make it so I do have write
permission for this file??
I am using iTunes 4.7.1 on Windows XP.

It sounds like the file is "read only". Right-click the file and choose
"properties". Make sure the "read only" box is unchecked.
