Wrap text in Outlook reply

The Wrap to Window box in my Outlook 2002 tools menu
keeps unchecking itself. That causes the text to run on
at the end of the reply window instead of wrapping
properly.
I can recheck the box, and the wrap works fine. However,
after I have exited Outlook and reopen it, the box is
unchecked.
How do I keep the checkmark in the Wrap to Window box?
 
In Outlook, click Tools, Options, Mail Format, Internet
Format, Automatically Wrap Text at: ...

Just a guess.
