Workstations not picking up DST time zone change. Heeelp!!!

Discovered that our XP workstations did NOT flip to DST. Our 2003 Server GPO
does allow Authenticated Users to change time and DST is anabled on the
servers.
It's screwing up time on Outlook calendering and e-mail time-stamps.

Any way we can force the DST change down to our desktops?
 
Servers are on DST. Log in as Admin and it changes to DST, just doesn't
change it on limited user machines.

We've already applied the [TimeZoneInformation] registry hack to the GPO
giving our users control of their time zone. It works fine but it's not very
elegant and it certainly took more digging than it should have - I blame
Microsoft for not documenting their buggy software.
 
I really don't know whom to blame 'cause not everyone gets DST (or other)
problems thus DST problem is not common thus you never know what's goin' on.
