Work offline

For some reason, when I go to my citibank online account,
enter my username and password and click ok, I get a
dialog box telling me that I am offline. When I
click "Try again" it works.

I verified before I entered my information that my
browser is NOT offline.

It happens to some pages, not all of them.

I have Internet Explorer 6, OS is XP.

Any ideas how to solve this issue?

You are misinterpreting that dialog.
It's a choice you are being offered because IE isn't sure
that there is a working link to the Internet.

Imagine a question mark after the prompt:
Work Offline or Try Again?

If you choose Work Offline IE will *set* Work Offline for you
and try to open the page from the cache.

What you could try verifying instead is that your link is working.
E.g. try ping -n 1 the site you are trying to reach
or use nslookup on it. Very likely the only times that you will get
the prompt then is when you forget to do such checks. ;)
