OK if it is so simple to use then how do I change the default font used in
my print preview window? I cannot read these characters, I did not select
them and I don't know how to get the print window to display English
characters.

Ok,

Let me guess, you have installed a mult-language pack or MUI?

It seems that Wordpad is displaying another language, and why didn't it
follow setting in Regional and Language Options?

No one knows, maybe it's too old that MS never updated it.

Can those also change Print Preview?

As far as I can tell, the image file is from Print Preview.
