Word should not try to be intelligent with regards to text format.

Word appears to assume what you want to do when formatting text. I am having
real problems when using Word to generate contents pages, using Heading
styles to identify what should be picked up.

The last line of some pages (prior to a page break) appears to take on the
format of the following page's header. If formatting is cleared, the
following page header is also cleared.

You should be able to find your answer here:

When you insert a manual page break, it takes on the style of the following
paragraph. If you instead apply the "Page break before" property to the
heading, you will not have this problem.
