Word opens as 'view' file only

My computer has Microsoft Windows XP. Having trouble
installing Microsoft Office 2000.
Recently downloaded Service Pack for Windows XP. Then
installed Microsoft Office 2000. I did this several
times (I uninstalled, then re-installed) and the same
problem occurs.
Problem: Word only opens as a 'view' file. No Menu bar
at all. Note: Excel and Access were installed properly
and I can open and view tool bars.

Why am I having this problem?
