Word/draw/Rotate or Flip has all gray choices for a textbox why?

In MS Word, when I select a textbox (the border) and click on Draw/Rotate or
Flip, all the choices are gray, that is, none are active. Why?
 
Text boxes can't be rotated or flipped. The text inside can be rotated 90
degrees right or left using the Format | Text Direction command.
