The number of words counted under file> properties>
statictics does not match the number of words counted
under, right click document> properties> summary tab.
Are the words counted differently? What's counted?
What's not?

There are two word counts, one counts with spaces and the
other counts without spaces.

I think you're thinking of character counts. Word counts should be the same
with and without spaces, since any chunk of text separated by spaces is
considered a word. I get the same count from Tools | Word Count and File |
Properties, both of which are supplied by Word. The word count supplied by
Windows Explorer probably counts paragraph marks and table end-of-cell
markers (possibly twice).

As Suzanne said, Tools, WordCount and File, Properties will both give
the correct number of words in the document. The VBA code
ActiveDocument.Words.Count will yield a larger number, as it counts
periods, commas, quotes and so on as words. A real word and an "MS
Word" word are two different things, as the latter includes punctuation
marks.
