I did some work for a company and they had styles such as Part Label, Part Title. How do you obtain these styles and make them a permanent part of the normal.dot template?

You don't "obtain" them; you create them (Format | Style | New in older
versions of Word or click the New Style button in the Styles and Formatting
task pane in Word 2002 and above) and save them to the template by checking
the "Add to template" box. Alternatively, if you want to use the ones you
encountered in the company's documents and still have a copy of one of those
documents, you can copy the styles from a document to Normal.dot using the
Organizer.
