If you enable the "Limit formatting to a selection of style" document
protection option, highlighting is disabled (on the Review toolbar). Is
there any way to enable this document protection option, but still allow
highlighting? Perhaps there's a specific style I can enable?

As far as I know, the best you can do is create a character style that is
formatted to include a background color (and of course enable the use of
that style).

Actually, what I ended up doing here was to make a custom toolbar button that
called Selection.Range.HighlightColorIndex = whatever. There are a few
drawbacks to this, but it seems to work just fine even though the "Limit
formatting to a selection of style" document protection option is enabled.
