Word 2003 - editable areas

Is there a way to lock a Word document down so that objects on the Word
document cannot be moved? I want to create a document that has text boxes
where the user needs to type text. But I don't want the user to have the
ability to move nor resize the text boxes; the user should only be able to
type text into the text boxes. Using a Word Form (with Text Form Fields) is
not an option, because this document is also going to be a mailmerge document.
 
Use a table with fixed cell sizes.

Even when I set fix the cell sizes by going into the Cell properties, the
user can still readjust the size of the cell by clicking and dragging the
margins. Also, there is nothing stopping them from moving the table around in
the document.
 
That's the best you are going to get. Any document that you allow a user to
see can be edited.
