Word 2002 - how do I get the text name to show when I hover over i

I had used Word 2000 for years and now have 2002 -- and can't seem to find
the setting that will make the text name of an icon show when I hover the
cursor over the icon on the toolbar -- seems like a small thing, but it
really helps me. Sorry for such a dumb question.
 
Tools | Customize | Options: Show ScreenTips on toolbars.

I have already tried that one -- I've toggled it off and on multiple times to
no avail. I thought perhaps there was another trick. When I go to there
however, it doesn't mention toolbars, just says "show screen tips". Is there
another place specific to toolbars?
 
Are you sure you're looking at Tools | Customize | Options and not Tools |
Options | View?
