Word 2000 letter now a picture after 2003 upgrade

A user has complained that 2-3 mail merge letters she did in Word 2000, which
worked fine previously, are unusable after an upgrade to Office 2003. All her
other letters are ok.

These 2-3 letters initially look normal -- but a border appears around the
entire letter when the cursor is placed anywhere on it. No editing can be
done – keystrokes are ignored. A picture toolbar appears. Right- clicking on
the letter area produces menu choices of: Cut, Copy,Paste,Object,Hide Picture
Toolbar,Borders and Shading,Format Object,Hyperlink.

Has anyone ever seen this? If so, is there a fix?

There is no way that this was caused by the change from Word 2000 to 2003.
