Won't Shut Down

I recently installed a CD burner on my wife's dell as well as a USB 2.0
card. All of the drives work fine as well as devices connected to the USB
card. My problem is that when I go to windows shutdown, it logs off, says
it is shutting down, and then restarts. any suggestions?

Thanks for the help. It was the easy CD Creator 5 Platinum that was the
problem.
