Won't Defrag

I have been trying to defag my Windows XP for the past week and it will not
go past 1% defrag C drive. Can someone help me?
 
Defrag needs about 15% of free drive space to operate properly. How much
free space do you have on your drive?
 
Have you tried defragmenting in safe mode? Restart the pc and keep tapping
the F8 key until the safe mode menu appears. Select the safe mode option
from the menu and press Enter. One the safe mode desktop appears try
defragmenting as usual.

Also, as has been previously mentioned, defrag does need 15% free space, so
if you have less free space than this on your hard drive, this may be the
cause of the problem.
