Won't boot

I'm trying to load an OS on my computer and when it re-boots like all OS's
do when loading, it won't boot to continue loading. It just says hit C to
enter the CD which starts the process all over again. So it's got to be the
hard drive or the motherboard. The hard drive was check with Seagate's
software and it was OK but I have my doubts. I'm thinking of disconnecting
my hard drive and see is the second hard drive acts the same way. If it
doesn't then maybe I need to throw away the first hard drive. What do you
think?
