Won't accept cookies

WinXP IE6.o refuses to accept cookies. 'Privacy' to accept all cookies,
turn off NAV, turn off firewall (Norton) turn off av scanning - no joy.
Sites we're trying to do business with come back with "... turn on cookies "
What to do?

Try setting *all* options in Security and Privacy to 'Default'.
