With one ISP, certain web pages and pop email accounts don't work

I'm really pulling out my hair here in Uzbekistan. When we use one ISP, I can't access the ISP's home page (st.uz, latimes.com, samsifl.net). But with another local ISP I can access these pages. It is NOT a proxy or firewall issue. I'm using Win 2000 server, but I've duplicated the problem on another win2k server as well as win2000 pro ---which is on a standalone computer. These same web sites I can view using the troubling ISP on Win '98, '95, Win XP PRo and Win 20003 server. So the problem is very specific to Windows 2000 server and pro. I've reinstalled win2k server completely. I also can't access my pop mail on pop.samsifl.net. So what is it about these particular web sites, pop account and Windows 2000 that one ISP can't deal with. I'm also pretty sure it's NOT a dns problem, because I can see the IP address resolving. And when I type in the IP address, still these web sites WILL NOT load or display. PLEASE HELP --really running out of ideas.
 
Can you ping the IP addresses? If not ask your ISP

Yes, I can ping. I can even do a tracert to latimes.com --but then it stops at 20 hops. Again, what is an issue with Win 2000, but not with Win '9x, XP, or 2003?? Is it some kind of TCP/IP. I just don't think this ISP is as knowledgable as they could be. At one point, they just told us to switch to XP, but I don't have the money to buy more licenses. Any suggestions as to what it could be about Win 2000 --I'm running SP4. And I've tried it with IE 5.0 and 6.0Sp1 and Mozilla --same problem --the address resolves to an IP address, but just wont display. Also even if it was a browser problem, that doesn't explain why my pop checker can contact the host, sometimes display the headers and amount of emails waiting, but wont let me open an email or download it. Could this be something with TCP/IP specific to Windows 2000 and this ISP???
