Open MSCONFIG from Start|Run
Look in the Startup listing for a reference to the file
If you find one, uncheck it, and click Apply, OK, and Reboot on request -
your popup should be gone
itsstart is not a Windows file, and may be spyware or a virus
download and run the latest Stinger, from here
http://download.nai.com/products/mcafee-avert/stinger.exe - which should be
able to cope with most of the latest AV/regedit-killing viruses out there.
Then update your own anti-virus, and run a full system scan of all files
Download AdAware from
www.lavasoftusa.com, install, update, and run it to remove spyware, adware,
and other such nasties from your system.
See if that helps
