WinXP SP2 won't save program settings

Hi, Recently reformatted HD and installed SP2. Since that time, XP will not
save the settings on certain programs (Forte Agent, MSN Messenger). After a
reboot, when I open Agent, I either have to re-register (reset all my
subscribed groups..etc), it's like the program was just installed. With MSN
Messenger, it saves my contacts,but I lose all my subgroups and it looks like
I'm running Messenger 4.0 instead of 6.2.
I have all the latest updates, firewall installed and running, AVG (current)
advises no viruses or trojans, spyware clean as per Spybot S&D....

Can someone please help if you can?

I use Agent, and have never seen such an effect. All its settings are
in its Agent.ini file. If you have the Agent data in a different folder
from the program, the .ini must be in there, and the shortcut that
launches the program must be set to 'Start in' that folder. Maybe that
has got changed
