WinXP Setup doesn't "find" HDD

I'm having a problem installing Windows XP on a newly
built system along with some old hardware. On the setup,
I tried to install the OS, but it told me that I don't
have a hard disk drive, even though it's already hooked
up. I tried to repair it, but gave me the exact same
message.

Here's my new system:

Abit IS7
Pentium 4 3.06GHz w/ 533 MHz FSB
Coolmax 550-Watt Switching Power Supply
Kingston HyperX 512MB DDR400
Western Digital 40GB 5400RPM Ultra ATA/100
Samsung 52X·24X·52X CD-RW
SoundBlaster AudioPCI 128D
PNY Verto nVidia GeForce 4 Ti4400
 
Does the BIOS recognize the HD? Is the HD properly connected? Is the blue
connector on the IDE cable connected to the motherboard. If it's the only
drive, is it set to Master or at the end of the cable if on Cable Select?
