WinXP Pro off

I have difficuly in turning WinXP Pro off via the Start button.
Neither the restart nor " completely off" button works. I have waited
as long as 5 minutes for the off function to kick in.

The reset button works but I must boot from the WinXP CD and I use the
option that refers to "last successful" boot.

I think their is a jumble in either the "boot sector' or the
"partition table"

This is becoming annoying......any suggestions?
