Is it necessary and/or recommended to enable the WinXP firewall if using
Norton Personal Firewall?

No; almost all 'paid for' firewalls (and even free ones like Zone Alarm)
have much more functionality that the built in XP version. If they
didn't have there wouldn't be much market for them.
