WinXP cannot save settings

Hi there!
Got a strange problem.
1. WinXP cannot remember some new file associations. It always popups
the window "Choose a program".
2. WinXP always popups with a message: "You want to open a file from
internet, it could be dangerous ... etc. Do you want always to open
this type of files?" I tick it off but it doesn't help.
3. WinXP cannot remember my choice what to do with a CD which I put in.
It popups with a message: "What do you want Windows to do..."
4. MS Office cannot remember settings. I change locations of icons,
assign new short-keys but after restarting all these things disappear.
At the same time the list of recently used files for instance works ok.

I heard that familiar problems could appear after deinstallation of
Norton Internet Security (and I've done this). But I'm absolutly not
sure about bad NIS behavior. And I don't remember whether this problem
has appeared after NIS deinstallation or it was before...
System: WinXP Pro SP2, MS Office 2003 SP2, I got administrator rights.
I tried to create a new admin account but all's the same.
Does anybody got ideas how to solve the problem?

For *all* users?
If you only have one - create a new one and log in as that user - do those
settings stick?
 
I've created 3 new users with the following access rights:
administrator, power user, user.
No changes in the system behavior have been detected.

Does that mean all of the users have the same symptoms - their individual
settings are not saved?

Check if there is a registry value found here:

Yes, all the users have the same symptoms.
There is no such a registry value "NoSaveSettings" in that location
