winxp administrative tools

administrative tools folder empty in all locations, do not
know cause. have checked registry for proper key, is
there. what am i missing here? should i just copy tools
back to folder or is there a better method of restoring
the admin tools?

If you are not the admin of the machine, you can't see those options.
